The National Energy Administration organised a meeting to promote the work of vigorously enhancing oil and gas exploration and development in 2024

The meeting pointed out that in the past 10 years, under the joint efforts of all relevant departments and localities, the national energy system and oil and gas enterprises have comprehensively implemented the new strategy of energy security, and resolutely promoted the high-quality development of the oil and gas industry.In the past six years, the "seven-year action plan to vigorously enhance oil and gas exploration and development" has been resolutely implemented to promote oil and gas storage and production in the areas of planning leadership, investment implementation, institutional reform, green and low-carbon transformation, and coordination services, In the past six years, we have resolutely implemented the "Seven-year Action Plan to Vigorously Enhance Oil and Gas Exploration and Development Efforts", and pushed forward the increase of oil and gas reserves and production in terms of planning leadership, investment implementation, institutional reforms, green and low-carbon transformation, and co-ordination services. A number of large oil and gas fields with a capacity of 100 million tonnes and 100 billion cubic metres have been newly discovered, showing a good trend of increasing reserves at a high level. Crude oil production from 189 million tonnes to 209 million tonnes, natural gas production from 160.2 billion cubic metres to 232.4 billion cubic metres, seven consecutive years of increased production of more than 10 billion cubic metres, oil and gas supply security capacity continues to improve, the transformation of the development of power continues to enhance, to promote China's economic and social health and stable development has made an outstanding contribution.

The meeting stressed that we must raise the political position, accurately grasp the key links of oil and gas storage and production, and take strong initiatives to continue to promote. To adhere to the planning first, solid top-level design, focusing on the construction of a new energy system and the high-quality development of the oil and gas industry, scientific planning of oil and gas exploration and development layout and tasks. We should focus on key basins, increase the intensity of investment in capital and workload, strengthen scientific and technological research, focus on three-dimensional exploration, scale and efficient production, and accelerate the establishment of oil and gas exploration and development bases. To take science and technology innovation as the lead, continue to carry out the "two deep, one non-conventional and one old" four major areas of the battle, accelerate the breakthrough of 10,000 metres of deep ground, 1,000 metres of deep water, nano-scale unconventional and the old oil and gas fields efficient development of the key theories and technical difficulties. We will push forward the reform and innovation of the institutional mechanism for oil and gas exploration and development with high quality, and endeavour to stimulate the endogenous momentum of backbone oil and gas enterprises and the market vitality of competitive segments. To accelerate green transformation, adhere to the local conditions and diversified integration, systematically promote the clean and efficient development and utilization of oil and gas, accelerate the industrial development of CCUS, and promote oil and gas exploration and development to help achieve the "double carbon" goal.

At the meeting, various oil and gas enterprises and the National Oil and Gas Strategic Research Centre made presentations on the progress of work and considerations for the next step. The relevant departments and bureaus of the Central Foreign Affairs Office, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and the Environment, the State-owned Assets Supervision, Administration of Forestry and Grassland Administration of the State Council and the National Energy Administration, as well as the National Centre for Oil and Gas Strategic Research and the energy authorities of the 21 oil and gas-producing provinces, all took part in the meeting.
